关于开展2016年申报公共租赁住房保障
有关事项的通知
 

    为切实解决城市中低收入家庭住房困难问题,根据《河南省人民政府办公厅关于加强廉租住房和公共租赁住房入住管理的指导意见》(豫政办〔2012158号)、《焦作市市区公共租赁住房管理办法》(焦安居〔20151号)文件的规定,现将2016年申报公共租赁住房保障工作的有关事项通知如下:

    一、申报对象

    (一)具有焦作市市区城镇户口的低收入住房困难家庭和住房困难家庭。

    (二)新就业职工。

    (三)外来焦作务工人员和农村进城打工人员。

    二、受理时间

(一)申报受理时间:201659201669

(二)入户审核确认时间:20166132016630

    三、申报受理地点:

    各辖区居民所在的社区,各区住房保障部门负责认定。

    四、申报限定事项

(一)申报公共租赁住房保障以家庭为单位,其配偶和具有法定的赡养、扶养、抚养关系且共同居住生活人员为共同申请人。一个家庭只限申报一套公共租赁住房,夫妻之间不得拆分。

    (二)申报家庭需确定一名具有民事行为能力的家庭成员为申请人;单身人士申请公共租赁住房本人为申请人。

(三)对已租赁公共租赁住房(廉租住房)的保障家庭,因夫妻离婚、儿女结婚或年满28周岁等情况形成新的住房困难的,租赁满三年,可再次申请公共租赁住房保障,申请程序如下:

1、夫妻离婚的住房保障家庭,需再次进行资格认定。离婚商定继续租住原公共租赁住房的申请人及家庭成员,经申报、审核、确认,符合低收入住房困难家庭保障条件的,可以按低收入住房困难家庭继续承租原公共租赁住房,不符合低收入住房困难家庭保障条件的按住房困难家庭租金标准执行或者退出保障。另一方,离婚满三年可再次申请住房保障。

2、儿女结婚或年满28周岁的住房保障家庭,需再次进行资格认定。继续租住原公共租赁住房的申请人及家庭成员,经申报、审核、确认,符合低收入住房困难家庭保障条件的,可以按低收入住房困难家庭继续承租原公共租赁住房,不符合低收入住房困难家庭保障条件的按住房困难家庭租金标准执行或者退出保障。儿女在办理完住房保障退出手续后,方可申请住房保障。

(四)政府及企事业工作人员申请的,需提供单位出具的住房困难证明;无工作单位的,社区要切实履行职责,对住房情况需认真核实。

(五)申报地点在居民实际居住地社区,市区城镇家庭如与户口不一致的,需到户口所在地,开具未享受过保障性住房及租赁补贴证明。  `                                                                                                                                                                                                            

    五、申请条件

    (一)申请低收入住房困难保障家庭应同时具备下列条件:

    1、申请人及家庭成员具有焦作市市区城镇户籍;

    2、申请人及家庭成员在本市市区范围内名下没有私有房产(包括预售商品房、宅基房,原有房产拆除后,属拆迁安置补偿对象,享有沉陷区治理、棚户区改造安置性用房的的)或家庭人均住房面积15平方米(含15平方米)以下;     3、家庭人均月收入1050元(含1050元)及以下;

4、单身人员申请的,除应符合前款规定条件外,年龄应满28周岁。

但有下列情形之一的家庭,不能申请低收入住房困难保障

一是已租赁直管公房、单位公房、以息养租的单位公房(焦煤公司),且家庭人均住房面积在15平方米(不含15平方米)以上的

二是直系亲属(父母、子女)有两套(处)或者两套(处)以上住房,且家庭人均住房面积在15平方米(不含15平方米)以上的

    三是申请人及家庭成员拥有写字楼、商铺、门面房等经营性用房的;

    四是申请人及家庭成员在三年内有住房转让行为,且转让住房的建筑面积超过保障标准,家庭人均住房面积15平方米(不含15平方米)以上的

    五是申请人及家庭成员与开发建设单位签订拆迁安置协议未分配入住仍属于拆迁安置过渡期的,拆迁安置面积超过保障标准,家庭人均住房面积15平方米(不含15平方米)以上的

六是申请人及家庭成员有(参与)登记注册的工商企业和注销不满3年的。

七是申请人及家庭成员有(参与)登记注册的个体工商户,注册资本金在5万元以上和注销不满3年的。

八是申请人及家庭成员有机动车辆的(二轮、三轮摩托车除外)。

(二)申请住房困难保障家庭应同时具备下列条件:

    1、申请人具有焦作市市区城镇户籍;

2、申请人及家庭成员在本市市区范围内名下没有私有房产(包括预售商品房、宅基房,原有房产拆除后,属拆迁安置补偿对象的)或人均住房面积20平方米(含20平方米)以下;

    3、单身人员申请
